The Arab Council extends its salute and pride to the great Syrian people, who have made tremendous sacrifices in the pursuit of freedom, dignity, and justice. We congratulate them on their heroic victories, culminating in the control of Aleppo by the revolutionaries. These victories reflect the courage of this heroic people in the face of a brutal repression machine that has exceeded all limits of humanity.

In this context, we affirm that the goal of the Syrian revolution has never been merely to topple a tyrant, but to build a new Syria, a state of law and institutions, enjoying freedom and equality under the respect of human dignity. From this standpoint, we call on all revolutionary and societal forces to:

  1. Adhere to the ethics of the revolution, avoiding any bitterness or ill-will, and to engage with all Syrian citizens, including those who found themselves in regime-held areas, with national fraternity and mutual respect, free from any acts of revenge or spite.
  2. Respect international humanitarian law and human rights, fully adhering to internationally recognized rules of warfare, and avoiding any harm to civilians or violations of their freedoms. A revolution that demands freedom must embody it in all its steps.
  3. Ensure full commitment to enhancing national sovereignty and independence in Syria’s decision-making, free from any foreign interference, regardless of its nature.
  4. The liberation of the city must be followed by well-considered steps towards establishing a civil political administration that represents all of the city’s residents, promotes justice and equality, and is based on principles of good governance and the rule of law, to ensure the city’s stability and provide a dignified life for its inhabitants.
  5. There is an urgent need to hold accountable those responsible for war crimes and crimes against humanity in Syria, especially the criminal dictator Bashar al-Assad. The Council calls for an end to the policy of impunity, as it is the only way to achieve just and sustainable peace and to ensure that such tragedies are never repeated.

The Arab Council calls on all international and regional powers to support the will of the Syrian people in building their free and independent state. It stresses the importance of providing urgent humanitarian assistance to civilians in liberated areas and enhancing reconstruction efforts.

May God have mercy on Syria’s martyrs, heal its wounded, and protect its people, so that Syria may return as a free, independent nation, and a crown jewel in the Arab world.
