The Arab Council team prepared this UPR report. It sheds light on the policy of renewing (rotating) detention as a new tool to suppress and silence political opposition and civil society activists in Egypt and the persecution of the Egyptian opposition and human rights defenders under the pretext of “fighting terrorism.” The report’s methodology is based on information and testimonies collected by the Arab Council and documentation from Egyptian and international human rights organizations.
